Abstract

This study interrogates the impact of implementing Supreme Court’s landmark rulings on Local Government Autonomy as a panacea for Strengthening Rural Development in Nigeria. There has been a growing concern over the deplorable conditions of the rural people in Nigeria. Fundamentally, the expediency for the creation of Local Government as the third tier Government is to facilitate development at the grassroots. However, it is worrisome and painful that the deterioration and overall decline in the quality of service delivery in the Local Government Areas is as a result of unbridled and unpatriotic leadership style by the State Governors towards Local Government Administration. The objective of this study is to explore the Supreme Court ruling on Local Government and its impact on facilitating development at the grassroots. Drawing on extant literature, with democratic participatory prepositions for its theoretical underpinning, the study examines the nexus between Supreme Court rulings and rural development. Methodologically, the study adopted qualitative documentary sources of historical approach for its secondary data collection. A content analytical technique was utilized. Findings shows that the State Governors see themselves as rentier elites coupled with ambiguities in the provisions of the 1999 Constitutions created Lacuna that affected negatively the third tier operations. Therefore, the study recommends among others patriotic leadership, re-calibration of the laws and devolution of powers in the Local Government System.
